SMART Tunnel: Tun Dr. Mahathir’s Vision for Flood Management in Kuala Lumpur


 


The Stormwater Management and Road Tunnel (SMART Tunnel) is a groundbreaking project that stands as a testament to Tun Dr. Mahathir Mohamad's visionary leadership. Conceived under the “National Development Policy” in 1991, this innovative water diversion tunnel aims to address the persistent flooding issues in densely populated areas like Kuala Lumpur.



A Proactive Solution to Urban Flooding

The SMART Tunnel was designed to mitigate flooding, particularly during heavy rainfall. During a severe flooding incident caused by continuous rain, the tunnel successfully diverted 5 million cubic meters of floodwater away from Kuala Lumpur. According to Datuk Seri Ir Dr. Zaini Ujang, the Chief Secretary of the Ministry of Environment and Water, the flood diversion operations commenced at 7:45 PM and lasted for 22 hours, marking one of the longest operational periods since the tunnel's inception.

 

Construction and Achievements

Construction of the SMART Tunnel began in 2003, and it was opened to the public in 2007. This project is notable for being the longest flood diversion tunnel in Southeast Asia and the second-longest in Asia. Its dual function not only helps manage stormwater but also alleviates traffic congestion along key routes, such as the “Sungai Besi Highway” and the “Loke Yew interchange”.

The primary objective of the SMART Tunnel's construction was to tackle flash flood issues in Kuala Lumpur while improving urban mobility. The foresight in creating this infrastructure has proven invaluable, particularly in times of natural disasters.
